Over 93% cases solved, 10,3858 accused arrested: what Haryana’s crime statistics over last 6 years say
Chief Minister Nayab Singh Saini said in the Legislative Assembly that the state government has adopted a firm zero-tolerance policy against crimes.

As many as 6,949 murders, 11,273 rapes (including gang rapes), 23,954 kidnappings, 844 cases of dacoity, 684 cases of crimes against traders, and 8,716 crimes against people belonging to the Scheduled Castes (SC) were reported in Haryana from January 1, 2019, to July 31, 2025. The government tabled these figures in the Legislative Assembly Tuesday during the ongoing Monsoon Session.
As per the data, 57,490 cases of crimes against women, including rape, gang rape, kidnapping, molestation, dowry death, and crimes under the Pocso Act, were reported during this period in the state.
The government said 10,3018 cases were registered, 95,723 (92.91 per cent) of them were solved, and 10,3858 accused were arrested.
The government tabled the crime figures in reply to the question raised by the Indian National Lok Dal (INLD) MLA from Dabwali, Aditya Devilal. In his reply, Chief Minister Nayab Singh Saini, who also heads the Home portfolio, said, “The state government has adopted a firm zero-tolerance policy against crime, empowering law enforcement agencies with full autonomy to maintain law and order.”
“This proactive stance has led to a range of initiatives aimed at ensuring safety and security for all citizens, including traders, while modernising the police force to meet evolving challenges. To tackle rising crime and population, the government has increased police manpower and formed specialised units focused on combating heinous and emerging crimes,” he added.
Highlighting the government’s crackdown on criminals, Saini said, “A key initiative in this effort is the establishment of the Special Task Force (STF), tasked with targeting hardened criminals. From 2019 to July 31, 2025, the STF arrested 2,482 individuals, including 633 most-wanted criminals, 407 gangsters, and 1,442 individuals involved in serious crimes.”
He said the annual arrest numbers have steadily risen from 81 in 2019 to 404 in 2025 (up to July), showing growing operational efficiency and successful dismantling of criminal networks. Specific action against gangsters has also been intensive, he said.
“In 2024, authorities apprehended 405 gangs, arrested 465 most-wanted criminals, and detained 4,520 proclaimed offenders and 6,072 bail jumpers. In 2025 (up to July), 293 gangs were caught, along with 241 most-wanted criminals, 2,293 proclaimed offenders, and 3,684 bail jumpers. These numbers highlight the aggressive enforcement strategy undertaken by the state.”
He said the government successfully implemented the Emergency Response Support System (ERSS), popularly known as Dial-112. This system consolidates ten emergency services, including police, fire, medical, traffic, and cybercrime helplines, into a single, accessible platform.
“A fleet of 630 Toyota Innova Crysta Emergency Response Vehicles (ERVs), staffed by trained personnel, ensures swift response across the state. As of July 2025, the system received over 2.5 crore calls, with approximately 51.95 lakh calls leading to actionable outcomes. The average police response time was an efficient 8 minutes and 3 seconds, and 91.63 per cent of callers reported satisfaction with the service,” Saini added.
Women’s safety a priority for Haryana govt: CM Saini
Maintaining that women’s safety has been a priority, he said the government has established 33 dedicated women police stations and integrated helpline 1091 with Dial-112. The Durga Shakti app, launched in 2018, provides instant police support to women in distress, he said.
The Durga Shakti Rapid Action Force (DSRAF) with 46 vehicles and a Durga Battalion comprising 540 women police personnel stationed in Sunaria, Rohtak, have been deployed at strategic locations to strengthen women’s security, the chief minister said.
On the issue of cyber crimes in Haryana, he said, “Haryana has also emerged as a national leader in cybercrime prevention. Several technological and procedural innovations over the past two years have yielded remarkable improvements. Compared to the previous year, July 2025 saw a 50 per cent reduction in monthly defrauded amounts.”
“The percentage of money held and recovered increased from less than 10 per cent to 45 per cent, and the number of daily cybercriminal arrests quadrupled from 5 to 22 per day. Haryana is currently ranked first in India across major parameters related to cybercrime control and continues to set benchmarks in cyber safety,” he added.
Additional measures to safeguard traders and shopkeepers include regular coordination with business associations, increased patrols at sensitive locations, monitoring of suspicious individuals, installation of surveillance cameras, deployment of police response vehicles, and thorough training for police personnel, he said.
