CBI for criminal case against Samwartak

The Central Bureau of Investigation’s Chandigarh branch has recommended the registration of a criminal case against former UT Director of Public Instruction Samwartak Singh Khangwal on charges of misusing his official position,corruption and connivance with two conduits in the UT teachers’ recruitment scandal.

The Central Bureau of Investigation’s (CBI) Chandigarh branch has recommended the registration of a criminal case against former UT Director of Public Instruction (Schools) (DPI-S) Samwartak Singh Khangwal on charges of misusing his official position,corruption and connivance with two conduits in the UT teachers’ recruitment scandal. The CBI has made this recommendation to its headquarters in New Delhi and has sought the final nod for registration of a case against Khangwal.

Samwartak was repatriated to his parent cadre Haryana following his questionable role in the UT teachers’ recruitment scam a few months ago. Newsline,which carried a series of stories on the UT teachers’ recruitment scandal,was the first to expose the anomalies and erroneous selections during teachers’ recruitment,made by the UT Administration,for 536 teachers’ posts.

In its detailed inquiry report,a copy of which is with Newsline,running into nearly 900 pages (including annexures),the CBI has pointed out,“A picture has emerged which amply makes it clear that the recruitment done by the Education Department,UT,is a farce as the criteria laid down for recruitment has not been followed,which has paved the way for selection of undeserving/ non-meritorious candidates. Had the Education Department,UT,adhered to the criteria as laid down,in that eventuality the selection would have been topsy-turvy and the selected candidates would not have come in the consideration/ merit zone. Hence,their candidature would have been cancelled.”

“The role of Samwartak Singh,the then DPI (Schools),is prominent in the instant recruitment which has caused injustice at large to the aspiring candidates. The allegation of corruption has been brought to the forefront as much as the role of Samwartak Singh,Ex-DPI (S),vis-a-vis the role of private persons like Jolly Singh and Hardev Singh (conduits),which stands discussed in length as it throws light on the modus operandi adopted during recruitment of teachers,” the report adds.

“In view of the above,Samwartak Singh has misused his official position,which has caused injustice to deserving candidates. In this background,I recommend a regular case may kindly be registered against Samwartak Singh,” the report concludes.
