In its rebuttal of the Chandigarh Administrations reply to the special audit report,the Ministry of Home Affairs has said the UT appeared sympathetic to the developers cause.
Chandigarh Administration appears more sympathetic to the cause of the developer than the government,whose interest it is supposed to guard, the MHA has observed.
UT Administration did not prepare any comprehensive project plan,resulting in a disjointed approach. Because of improper planning and project assessment,a huge variation between the reserve price and the bid price was also noted. It can be seen that the bid amount was more than twice the reserve price,which is indicative of poor project assessment, the MHA has remarked,while lambasting the Administration policy of allotting land to various companies,especially in the Rajiv Gandhi Chandigarh Technology Park (RGCTP)
The IT Habitat (PrideAsia project) has not been able to attract enough IT professionals. The developer (Parsvnath Developers) has not even deposited the complete amount to the UT Administration,which appears to be more sympathetic towards the cause of developer than the government, the MHA observed.
Referring to the PrideAsia project,the MHA mentioned,The
Administration should take immediate steps to recover the entire amount from the developer with interest,according to the terms and conditions of the agreement.
Further,raising eyebrows over the Administrations alliance with the Chandigarh Housing Board (CHB) in the PrideAsia project,the MHA remarked,There are no issues regarding allotment of land to the Chandigarh Housing Board,as is being done in most projects. The important factor in all other projects is that these were undertaken by the CHB itself,while in this case,the land was transferred to a private developer. The guidelines regarding public private partnership projects should have been adhered to,which was not the case here.
MHA questions land acquisition,Admn intentions
The MHA has questioned the keenness of the Administration in acquiring land from farmers for the IT Park.
The physical progress of the first two phases of the (IT Park) project is far from satisfactory and the land acquired in earlier phases has not been completely occupied and constructions have not been undertaken on majority of the acquired land, the MHA has noted.
The acquisition of land should reflect the actual need of the Administration,not just acquiring land for the sake of acquiring. The keenness of the Administration in acquiring land from the farmers and allocating it to business without going through the prescribed procedures puts a serious question mark on the intentions of Chandigarh Administration, the MHA has remarked.
