The CBI also mentioned eyewitness statements which claimed to have seen Tytler approaching the gurudwara in his white Ambassador and “provoking” and “instigating” the mob to attack the gurudwara, where three Sikhs -- Badal Singh, Gurcharan Singh and Thakur Singh -- were killed.

New Delhi, Feb 22 (ANI): Advocate H.S. Phoolka on Monday expressed displeasure over CBI's slow proceedings to bring the perpetrators of 1984 sikh riots to justice, saying that the investigation team had filed the closure report against Jagdish Tytler three times. Phoolka added that 31 years have passed and the CBI still needs time to investigate the matter. Phoolka said that CBI SP has been granted two more months and the next hearing has been scheduled to April27.
