3 hours,3 adjournments later,MPs evicted kicking,screaming

The Rajya Sabha on Tuesday witnessed high drama and unprecedented scenes as seven MPs were marshaled out of the House and suspended for the remainder of the ongoing Budget session....

The Rajya Sabha on Tuesday witnessed high drama and unprecedented scenes as seven MPs were marshaled out of the House and suspended for the remainder of the ongoing Budget session for their unruly behaviour over the Womens Reservation Bill. Before they were evicted,the seven MPs had camped in the well of the House for over three hours,forced three adjournments and indulged in relentless sloganeering.

The suspended MPs are Kamal Akhtar,Veerpal Singh Yadav,Nand Kishore Yadav and Amir Alam Khan from the Samajwadi Party (SP),Subhash Yadav from the Rashtriya Janata Dal (RJD),Sabir Ali from the Lok Janshakti Party and Ejaz Ali (unattached since he was expelled from Janata Dal-United last year).

Rajya Sabha Chairman Hamid Ansari announced the suspension of these MPs when the House reassembled at 12 noon,having got adjourned at 11.03 am after SP and RJD MPs created a ruckus demanding a discussion on the Ranganath Misra Commission report that has recommended reservation for minorities in government jobs and educational institutions.

As the House reassembled at noon,SPs Kamal Akhtar and RJDs Rajneeti Prasad started raising slogans like tanashahi nahin chalegi and Musalman,pichchdon ke khilaaf saazish nahin chalegi. After suspending the MPs,Ansari adjourned the House till 2 pm. However,the suspended MPs parked themselves on the floor of the well and stayed there for the next two hours given the fact that they would not have been allowed to enter the House in case they had gone out.

When the House met again at 2 pm,P J Kurien,who was in the Chair,announced another adjournment till 3 pm. During this one hour,while Finance Minister Pranab Mukherjee and Home Minister P Chidambaram made their way towards the Chairmans chamber,Health Minister Ghulam Nabi Azad and Environment Minister Jairam Ramesh could be seen walking up to the suspended MPs and engaging them in conversation. While many of these suspended MPs had taken off their footwear while sitting in the well,LJPs Sabir Ali,in fact,managed to take a brief nap lying on the floor.

It was at 3 p.m,when the House reassembled for the third time that the real drama began. Raising slogans like Muslim virodhi Bill vapas lo and BJP-Congress ki dosti nahin chalegi,the seven MPs again disrupted proceedings for the next 10 minutes. As a group of Marshals formed a security ring around Ansari,many others could be seen standing by at entry gates of the House.

As the incessant sloganeering reached a crescendo,and Ansari appearing willing to play the waiting game,the BJP MPs protested against what was going on. As the commotion went on,Parliamentary Affairs Minister Pawan Kumar Bansal handed over a paper slip to Ansari. The contents of the slip became apparent as Ansari then put the motion on the Womens Reservation Bill to vote.

As the adoption of motion was passed with voice vote,the seven MPs suddenly intensified their protest with RJDs Subhash Yadav attempting to reach Ansaris chair and other MPs trying to do a repeat of Mondays scenes.

It was at this point,at 3.14 pm,that a couple of dozens Marshals ran in from two entry gates and formed a cordon around the table of Rajya Sabha Secretariat officials.

As Prime Minister Manmohan Singh walked into the House at 3.15 pm,the suspended MPs again sat down on the floor of the well. Rajneeti Prasad could be seen sitting on the floor just outside the security ring.

Within seconds,the Marshals swung into action and started physically evicting the seven MPs,eliciting protest from the Opposition benches. The MPs were physically carried out of the House. Akhtar was the last to be marshaled out.

As Ansari went ahead with the proceedings,with the Marshals now cordoning off the Chair and the Secretariat personnel in a kneeling posture,BJPs Om Prakash Mathur said,Yeh House hai ya police thana hai?. At 3.32 pm,the Marshals were finally ordered out of the House.

Ejaz Ali later said,This is dictatorship. What happened to us is dangerous for democracy. It is for the fist time in Indian history that MPs have been marshaled out like animals.
