Nepal protests continue : Constituent Assembly begins vote on draft

Maoist Chief Pushpa Kamal Dahal said any delay in the Constitution delivery would upset the entire aims and agenda that the Maoist insurgency that he had led stood for.

Nepal’s Constituent Assembly Sunday voted on and cleared the first three clauses of the Preamble of the Constitution, marking the decisive move towards writing a Constitution even though 11 Madhesh-centric parties boycotted the process as the government declined to suspend the session and talk to leaders of protest movements.

Three major parties — Nepali Congress, Communist Party of Nepal and the Unified Communist Parties of Nepal-Maoists — stood together and said while they are willing to have amendments moved to accommodate the demands of the Madhesh-centric parties, they would, at no cost, agree to suspend or delay the House any more.

The Constituent Assembly would be voting on each of the 302 clauses in the successive meetings of the House beginning Monday, and with vast majority in favour, there are hardly any obstacles left in the way of the statute being delivered .

However, as the House was taking up the clause for voting, some parts of the country were witnessing clashes between the protesters and the police, followed by continued curfew and prohibitory orders in those areas.

While India suggested a larger possible consultation among all forces in the country, China has said delivery of the Constitution is best avoided when there are conflicts in the country. Drafting committee Chairman K P Sitaula said the CA was the representative of the Sovereign Nepali people, and not even the President had the right to set conditions or delay it.

Meanwhile, one of the four people who have been on a “fast unto death” for having Nepal declared a Hindu nation in the new Constitution, was rushed to a hospital after his condition became critical on the 10th day of his hungerstrike.
