After ‘Dog Babu’, ‘Cat Kumar’, son of ‘Catty Boss’ and ‘Catiya Devi’, applies for residence certificate in Bihar

After a recent incident involving a residence certificate issued to ‘Dog Babu’, Bihar has found itself embroiled in yet another bizarre controversy, this time featuring a cat.

In the fresh instance, an online application for a residence certificate was submitted under the name ‘Cat Kumar’, with ‘Catty Boss’ listed as the father and ‘Catiya Devi’ as the mother. The application has a valid phone number and email address, and even features a photo of an actual cat. The incident was reported in Rohtas district, according to ANI.

As per an official complaint, the application was submitted on July 29, 2025, and listed an address in Atimiganj village, Nasriganj.

Several users reacted to the incident, with one commenting, “The name of the applicant, along with the listed father’s and mother’s names, are clearly false and intended as a mockery. Such actions are obstructing official government work. The individual has attempted to ridicule the functioning of the government.”

Another user wrote, “Looks like Cat Kumar is really trying to purr-sue a better life — maybe aiming for nine houses to go with those nine lives!”

After the matter came to light, Udita Singh, District Magistrate, ordered action. On August 10, a formal complaint was filed at Nasriganj police station against unknown individuals. Authorities allege the application was deliberately fabricated to ridicule official processes and disrupt the functioning of government systems, ANI reported.

“The applicant’s name, along with those of the supposed parents, is clearly fabricated. Using a cat’s photograph and false personal details is a blatant attempt to mock the system. Such misuse of the online platform hampers the efficiency of official work,” the complaint stated. The police have launched an investigation to identify those responsible.

The incident took place weeks after the ‘Dog Babu’ scandal in Masaurhi near Patna, where a residence certificate was issued in the name of a dog, listing Kutta Babu and Kuttiya Devi as the parents. An employee at the Masaurhi Circle Office was arrested in this connection.
