Commitment to Development Index (CDI) 2025: In an interconnected and geopolitical world, with global prosperity being a common goal, the latest 2025 Commitment to Development Index (CDI) notes that countries are giving less finance for international development.
The index, published by the Centre for Global Development, a non-profit think tank based in Washington, DC and London, evaluates a country’s overall commitment to development through eight policy components: development finance, exchange policies on investment, migration and trade, and global public goods in the areas of environment, health, security and technology.
Topping the rankings this year, Sweden retains its two-time position on CDI 2025. The Scandinavian country ranks first in environment, second in development finance, and fourth in health, although it witnessed weak performance in technology.
Consequently, its lead over the next-best-performing countries—Germany in second place and Norway in third place—has shortened.
Finland and the United Kingdom round out the top five, with France slipping out of it and dropping to seventh this year.
Luxembourg has made the most improvement since the last edition of the CDI, jumping four ranks to now stand at tenth overall, while Austria has also improved by three ranks.
Contrarily, the Netherlands dropped out of the top 10, falling five ranks to now stand at eleventh.

In a notable mention, the European countries mostly dominate the top 10 rankings, with the largest economies, like the United States and China, ranking 28 and 34, respectively.

Where does India rank?
India ranks 36thoverall, reflecting a mixed performance across global contribution indicators. Its standout strength is in the Environment category, where it ranks 8th, placing it among the top 10 performers in the world, having very low emissions per capita.
However, the country still has the most room for improvement in trade and development finance, ranking last, as well as investment, migration, and security, all of which rank among the worst six countries.
