Neiphiu Rio was today sworn in for a third straight term as Chief Minister of Nagaland along with 11 ministers by the Governor at a glittering function at the Raj Bhavan here.
All the eleven ministers were from his own party,the Naga People’s Front (NPF),which had won 38 seats in the 60-member house.
The NPF is supported by two alliance partners,BJP and JD(U) with one MLA each,while it has the unconditional support of 7 Independents.
Governor Nikhil Kumar administered the oath of office and secrecy to the 63-year-old chief minister,followed by his ministers,Noke Konyak,T. R. Zeliang,G. Kaito Aye,Imkong L. Imchen,Kuzholuzo Nienu,Kiyaneilie Peseyie,Yanthungo Patton,C M Chang,E E Pangteang,S Pangyuh Phom and R Merentoshi Jamir.
Imchen,who was Home minister in the earlier ministry,had been arrested after recovery of Rs 1.10 crore in cash,arms and ammunition allegedly from his car in Wokha district on February 18. He had subsequently resigned.
Rio,Noke,Zeliang,Aye,Imchen and Nienu served earlier as ministers.
Two-time Speaker Kiyaneilie Peseyie,former parliamentary secretary Yanthungo Patton,former Lok Sabha MP CM Chang,former advisor Department for Development of Backward Area EE Pangteang,former parliamentary secretary Rural Development and R. Merentoshi Jamir are among six who would hold cabinet rank for the first time.
Jamir at 32 and the youngest among the ministers was the only fresh face to be given a berth.
The Chief Minister told PTI that the portfolios would be announced after the swearing in of Parliamentary Secretaries in the evening at his office.
A host of dignitaries including independent MLAs,NPF president Shurhozelie,senior bureaucrats,officers from the police and paramilitary forces and representatives of NGOs attended the swearing-in.
Neiphiu Rio first leader to be elected Nagaland CM thrice
Naga People’s Front leader Neiphiu Rio is the first politician in Nagaland to be elected the state’s chief minister for three consecutive terms.
The 63-year-old politician,who retained his Northern Angamai-II seat for the fifth time in a row,became chief minister for the first time on March 6,2003,and then again on March 12,2008.
Rio’s NPF,other Naga regional parties and the state unit of the BJP had formed the Democratic Alliance of Nagaland (DAN),a coalition which won the 2003 state elections,bringing the 10-year-long rule of the Congress in the state to an end.
He was elected as president of Kohima District Youth Wing in 1974 and became the acting president of the UDF youth wing in 1976-77.He was elected as area council chairman of Northern Angami in September,1984.
First elected to the Nagaland Assembly on Congress ticket in 1989,he was appointed Minister for Sports and School Education and later Minister for Higher and Technical Education,Art and Culture under Chief Minister S C Jamir.
After winning in the 1993 assembly election,Rio became Minister for Works and Housing as Jamir became the chief minister again.
He was appointed Home minister after the 1998 election,but shortly before the next assembly poll resigned from the Jamir led Congress ministry on September 20,2002,accusing the chief minister of blocking a negotiated settlement on the vexed Naga issue.
Rio also resigned from the membership of the assembly and the Congress on November 7,2002.
He became chief minister after winning the 2003 election.
Rio was dismissed as chief minister when President’s Rule was imposed on Nagaland on January 3,2008.
His party emerged as the single largest party in the ensuing elections and Rio,as the leader of DAN,was invited by the governor to form the government on March 12,2008.
Rio had a providential escape on May 30,1995 when Naga insurgents tried to assassinate him.
Born on November 11,1950,the NPF leader was educated at the Baptist English School,Kohima and Sainik School in Purulia in West Bengal. He did his higher education from St Joseph College,Darjeeling and graduated from Kohima Arts College.
