• It is indeed naïve to delight each time a terror attack takes place in Pakistan. As Shekhar Gupta has rightly noted,the US could always cut its losses and leave. Given that a nuclear Pakistan without able institutions is naturally threatening to India,it would be wise to play a more proactive role in Pakistan. Initiatives beyond condolences are needed — agreeing to resume talks with Pakistan is a small step towards restoring normalcy. Perhaps India may go even further on intelligence sharing and strategy.

• What good comes of talks when our advice is viewed as interference,our assistance as instigation and guidance as domination? One should recall the Kashmir earthquake of 2005 and remember Pakistan’s attitude to offers of humanitarian aid then. Perhaps,no matter what we do,our actions will always be perceived by Pakistan with apprehension and reservation. Even something as innocuous as the Gujral Doctrine was unappreciated. One cannot embark on talks and build a friendship when the other side is not receptive.

Perhaps a mix of coercion and dialogue is needed.

Pak possibilities

• I see three possibilities for Pakistan,given the current situation there. First,the Pakistani government may defeat the Taliban; then one can assume the usual covert war against India continuing. Second,the extremists may win,leading to Pakistan’s dismemberment — this is the most dangerous scenario for both the region and the world. Third,the Pakistani people may bring about positive change in the governance of their country by encouraging the government to tackle problems. The best solution for Pakistan may be to start afresh.

Blame games

• The fact remains that Islamabad finds itself engaged in a bloodbath with its own terrorists. It appears exceedingly difficult at this juncture to envisage our volatile neighbours emerging as strong,stable participants in the international arena. This situation is naturally not beneficial to India.

Further,the practice of blaming Islamabad for every act of terror here is reciprocated in kind by vociferous claims of any and every explosion there being the handiwork of Indians.
