When lapse makes most sense

The Congress manifesto for the 2009 general election talks tough on terrorism and mentions how the UPA Government had started the process of equipping the police and special security forces with the latest weapons and technology to meet terrorist threats. The partys manifesto is,however,silent on intelligence agencies. The 2004 manifesto had dwelt at length on how intelligence failures were responsible for terror strikes during the NDA regime. The manifesto had promised a series of measures relating to the strengthening of intelligence network,restructuring of intelligence agencies and their coordination with concerned ministries. Five years hence,the party knows better than to talk about the same.
