No plan to regulate content yet: Soni

Union Minister for Information and Broadcasting Ambika Soni on Tuesday said the government was not bringing in a Bill to regulate content of the broadcasting sector but only a National Broadcasting Authority.

Union Minister for Information and Broadcasting Ambika Soni on Tuesday said the government was not bringing in a Bill to regulate content of the broadcasting sector but only a National Broadcasting Authority. Very categorically,we are not contemplating bringing in a Bill for regulating broadcasting. There is a draft Bill but the feedback has not been good, she said at a seminar,Anti-Piracy and Regulation of Content 8211; Legal Issues in the Capital.

A task force set up in 2009 with representation from all stakeholders had been interacting with civil society on the issue and they were about to complete the exercise,she said. The minister said that the UPA government was committed to the process of self-regulation but added that it had to become more functional in the current scenario.

Citing examples of homes that had only one TV and families being forced to watch together programmes not suited to everybodys tastes,Soni said: Something has to be done. We have to have a road map.

Some content is not for family viewing. My concern has to be single TV families. There has to be some rational way forward, she said. But there will be no regulation as such. We are mulling over a National Broadcasting Authority to address the concerns of this sector.

Soni said when the ministry contacted the broadcasters,they said they were apprehensive about TRPs,so we formed a task force on TRPs. She said the committee was expected to address issues related to accuracy,accountability,transparency and objectivity in the generation of TRPs.

On piracy in the film and music industry,Soni said: With the growth in the broadcasting sector,piracy naturally hurts financially as well as self-respect. Some unscrupulous elements are reaping benefits and ill-gotten wealth, she said.
