With the Government not getting back to them on the civil nuclear liability bill after holding one round of consultations, the BJP and Left believe that the UPA is planning to push through the legislation and is working to secure the requisite numbers.

During the meetings senior UPA ministers had with BJP and Left leaders, the government had promised to get back after considering their suggestions. Chairman of the Standing Committee T Subbirami Reddy hasnt circulated a revised draft either, although the final meeting of the panel is scheduled for Tuesday.

Left leaders said they were now preparing to move a dissent note at the Standing Committee meeting. BJP leaders, though not as firm, also signalled that they would oppose the legislation.

A senior BJP leader said the government may have the BSPs support. With the support of some others, they could muster the numbers in the Rajya Sabha, he said.
