Naveen opposes changes in RPF Act,writes to Manmohan

Like the NCTC which proposed to give police powers to the Intelligence Bureau,Naveen also questioned the logic of giving powers of police officers to RPF personnel through proposed amendment.

A day after the Centre put on hold the proposed National Counter Terrorism Centre NCTC,Orissa Chief Minister Naveen Patnaik on Tuesday fired another salvo against the central government over proposed amendments to the Railway Protection Force RPF Act,calling it a clear infringement on the powers of the state.

Naveen,who on February 13 took the initiative of bringing around the West Bengal and Tamil Nadu chief ministers and Telugu Desam chief Chandrababu Naidu to jointly oppose the proposed NCTC,in his letter to Prime Minister Manmohan Singh alleged that the proposed amendment to the RPF Act is in conflict with Article 246 of the Constitution of India.

Public Order and Police are state subjects and taking up any amendments on those subjects under Entry 22,30 and 93 of the Union List and Entry 2 of the Concurrent List without consulting the state government is a clear infringement of the powers of the state and against the basic federal structure of the Constitution, Naveen wrote in his letter.

He added that the Government of India is bent upon taking one step after another that are in conflict with the federal structure of the country and are against the interest of the people of this nation.
