At a time when there is a talk of limiting the ambit of the proposed Equal Opportunities Commission from deprived groups to just minorities,Minority Affairs Minister Salman Khurshid on Saturday admitted that the government would have to be sensitive to the concerns expressed by existing commissions while setting up the EOC.
With some of the key ministries raising the red flag over the mandate of the EOC pointing out that it may encroach into the turf of other commissions like the ones for Scheduled Tribes and women,the Group of Ministers which is looking into the issue has so far been unable to arrive at a consensus.
Those opposing the EOC have already mooted a suggestion that the EOC be limited to the minorities which in effect will shrink its mandate. Setting up of the EOC was one of the recommendations of the Sachar Commission which felt that such a body would look into the grievances of deprived groups.
Khurshid admitted that the government would have to be sensitive to the concerns expressed by existing commissions. Unlike any other country in the world,we have a large number of government commissions numbering 13. We have to be sensitive to their concerns, Khurshid said when asked about the delay in setting up the EOC.
With differences persisting,the government was not able to introduce a Bill for setting up the EOC in the last two sessions of Parliament despite it figuring high on its priority list. Sources said the chances of the Bill being introduced in the Monsoon session also looked bleak.
