Congresss floor managers in Parliament dont have it easy. Parliamentary Affairs Minister P K Bansal,despite his several terms in both Houses,is considered junior by his party colleagues who dont listen to him. His deputy,V Narayanasami,an amiable first-term Lok Sabha member from Puducherry who was once described as the most beautiful man by former Rajya Sabha chairman Bhairon Singh Shekhawat,is often heard making loud interventions. Bansals other deputy,Prithviraj Chavan,has too many eggs in his basket. With a number of portfolios including those held by a Cabinet-rank minister earlier as well as organisational responsibility,Chavan is hard-pressed for time. Besides poor floor coordination,the ruling party has suffered many an embarrassment in the 15th Lok Sabha,be it lack of quorum or absence of MPs.
