Not single states concern: Raman
Holding that Naxalism is not the concern of a single state,Chhattisgarh CM Raman Singh on Wednesday said a concerted national strategy needed to be drawn up to combat the menace. The country must now rise above the constriction that this Naxal problem is the concern of any single state8230;.We have been advocating a concerted national strategy to combat it, he said addressing the meeting of Chief Ministers of Naxal-affected states.
He said a dialogue with Naxalites will not serve any purpose until they lay down arms.
Centre support not adequate: Nitish
Attacking the Central government,Bihar Chief Minister Nitish Kumar said it was not providing adequate support to his state for tackling Naxalism which he warned could not be defeated by enforcement action alone. He also questioned the Planning Commissions integrated action plan for development of Naxal-affected areas,saying it covered only 35 of the 83 such districts and the rest would remain backward,thus hampering efforts to solve the problem.
Kumar underlined that Naxal elements are a part of our society even though they have been misled into following the path of violence. He pressed for an integrated approach to deal with the problem and said 8220;enforcement action alone leads to wider alienation,makes heroes out of the leaders of the extremist organisations and leads to only symptomatic treatment,leaving the underlined disease to reappear in a more virulent form8221;.
Put border dists on growth list: Rosaiah
ANDHRA Pradesh Chief Minister K Rosaiah called for a change in the criteria of identifying districts affected by the Naxal menace which are to be a part of the focused development programme of the Home Ministry. He sought the inclusion of the border areas of the state in the project. Rosaiah said at least Vishakhapatanam should be added in the scheme for special development on priority basis. If Andhra Pradesh has to sustain the gains of controlling Left-wing extremism on a permanent basis,it is imperative to categorise all eight border districts as special focus districts for development by bringing about necessary change in the selection criteria for this purpose, he said.
Spend more on security: Naveen
Orissa CM Naveen Patnaik demanded enhancing the security-related expenditure SRE Budget of the state during the current fiscal to tackle the Naxal menace.
The SRE should be enhanced to Rs 61.50 crore during the current year, he said and added that at least 50 per cent of the Budget should be provided as advance to the state. The socio-economic development of Naxal-hit areas continues to be the priority of the state,he said,and demanded release of Rs 70 crore to Orissa as recommended by the 13th Finance Commission this year.
Patnaik said districts of Koraput,Sundargarh,Mayurbhanj,Keonjhar and Kandhamal should be included in the existing approved list of 34 districts by Planning Commission for intensive development and modification of the Special Infrastructure Scheme SIS.
