The Comptroller and Auditor General of India CAG has slammed the Congress-led governments flagship job guarantee scheme for poor performance on multiple counts,including diversion of funds and irregularities in works undertaken,in its performance audit report tabled in Parliament on Tuesday.
The Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA,launched in 2006,promises 100 days of manual work to each rural household every year.
The CAG audit has found that only 30 per cent of the over 129 lakh works amounting to Rs 1.26 lakh crore were completed during the audit period. Works of around Rs 2,250 crore that were undertaken were not permissible; 7,69,575 works amounting to Rs 4,070 crore were incomplete even after one to five years and an expenditure of around Rs 6,500 crore on works did not result in creation of any durable assets.
The audit also points out that household employment generation has gone down from 54 days in 2009-10 to 43 in 2011-12. Crucially,while Bihar,Maharashtra and UP account for 46 per cent of rural poor,they were able to utilise only 20 per cent of the funds.
