84 riots: Plea filed in court against Tytler

A 1984 anti-Sikh riots victim on Wednesday approached a local court claiming that he had witnessed the burning of a gurdwara in Pulbangash area in November 1984 during which he saw Congress leader Jagdish Tytler instigating the mob.

The Central Bureau of Investigation (CBI) has already filed a closure report in its investigation against Tytler which was accepted by a Magistrates court in April 2009.

Resham Singh,who migrated to the United States a few years after the 1984 riots and currently resides in California,filed an affidavit before Additional Sessions Judge K S Pal and said on November 1,1984,he had seen Tytler leading a mob near Gurdwara Pulbangash in North Delhi. The mob is alleged to have killed three persons during the incident.

I am giving this sworn statement to reaffirm and reiterate my willingness to testify in the matter of Jagdish Tytler and how I saw him instigating an attack on Sikhs on November 1,1984, Resham Singh said.

He said that in December 2008,when the CBI team had gone to the United States to record the statement of another witness,Jasbir Singh,in the case against Tytler,he had contacted the investigating agency through his attorney to have his statement also recorded. However,he said,the agency had declined to record his statement on that occasion.
