Uncalled for scenes?

There was total chaos at Sanchar Bhawan, the DoT headquarters in New Delhi, when all the applicants lined up for LoIs. They had come prepared to submit requisite demand drafts as the new rule envisaged that there was no link between LoI and Spectrum. Spectrum will be issued on first-come-first-serve basis. All the company executives were seen rushing to the reception where the demand draft for licences was to be submitted. The DoT officials were so rude that they were seen dragging promoters and senior officials of large companies. DoT had fortified Sanchar Bhawan and CISF personnel surrounded it.
