
NEW DELHI, SEPT 20: Tamil Nadu has blamed Karnataka for not informing it about Rajkumar8217;s visit to his Gajanur farm house on July 30, despite knowing a year back that he was facing the threat of being kidnapped by Veerappan.
8220;About a year ago, it was learnt that Veerappan might attempt to kidnap Rajkumar,8221; the Tamil Nadu Government said in its affidavit before the Supreme Court while replying to the PIL filed by B L Wadhera.
8220;This information was shared with the Karnataka Police, which had requested Tamil Nadu Police that adequate security arrangements be provided to Rajkumar, whenever he visited Tamil Nadu,8221; the affidavit, filed by the Deputy Secretary in the Home Department of the state, A S Dhamaraj, said.
The Karnataka Police had also informed that arrangements had been made in their state to intimate the tour programme of Rajkumar to Tamil Nadu on every occasion.
8220;However, no information was received about the visit of Rajkumar to his farmhouse around July 30,8221; the affidavit said indicating that had such information been given, adequate security arrangements could have been arranged and Veerappan might not have succeeded in kidnapping the actor.
The Tamil Nadu Government also gave details of two such earlier lapses on the part of Karnataka Police to inform their neighbouring state police about visit of Rajkumar.
The Tamil Nadu Government complained that 8220;Earlier on June, Rajkumar visited Thalavadi for a house-warming ceremony. No information was given by Rajkumar or Karnataka Police about his programme.8221;
8220;However, through local sources, information came to the local police and police bandobust was provided,8221; it said.
The Deputy Secretary said since Rajkumar was facingthreat, he was advised by the Police to give advance information about his programme, in order to make proper security arrangements. However, the cinestar rejected the advise, he added.
Giving details of the second lapse, the Secretary saidquot;Rajkumar8217;s visit to Doddakanjur on July 28 was again without any notice to the Tamil Nadu Police.quot;
Coming to the dropping of charges againt associates ofVeerappan to facilitate their release as demanded by the bandit, the Tamil Nadu Government said quot;decisions of the Supreme Court would show that broader considerations of public peace, larger considerations of public Justice and even deeper consideration of promotion of long lasting security in a locality may persuade the executive to sacrifice the pending case for a wider benefit although such power is to be exercised sparingly.quot;
Defending the decision to release the Veerappan men inState custody, the Tamil Nadu Government said quot;exploring the possibility of a negotiated solution to a problem of hostage crisis is not wholly unprecedentedquot; and gave examples of terrorists being released while handling recent hijacking and kidnapping of former Home Minister Mufti Mohammed Sayeed8217;s daughter Rubaiya Sayeed.
