The Rs 17 crore that disappeared says everything about the shocking state of affairs in Bihar. The question that comes to mind is, why don8217;t the Union finance minister and the CAG take steps to enforce accountability. Your report has stated numerous incidents of how relief money is being siphoned out of the Bihar treasury. Yes, at this rate our India will edge into babu black hole.

First, it seems to be created in the longstanding tradition of centralisation of powers that has been so detrimental to our federal polity. Unlike POTA that could be implemented by Union security agencies in tandem with the state8217;s security apparatus, this law would be a way of making state governments subservient to Delhi. Second, this law could easily be misused. Some members of the minority communities might feel it protects them. But think about this, governments in Delhi also change, and what if then it is used to target members of minority communities by a hardline, reactionary dispensation?
