JALANDHAR, Nov 22: Punjab Congress chief Capt Amarinder Singh today demanded an explanation from the Election Commission on the absence of election observers for Adampur for almost a week during the two-week electioneering period.

Addressing mediapersons, he also demanded transfer of the Jalandhar Deputy Commissioner and the two election observers, alleging them to be mute spectators to the quot;brazen misuse of official machinery and code violation in Adampurquot;.

Amarinder said supplementary electoral lists had been prepared by the ruling party and 5,400 extra ballot papers had been got printed for the November 25 by-election.

Calling into question EC8217;s credibility, he said the two observers, as admitted by them, were not on poll duty for five days when Chief Minister Badal was campaigning in the constituency. quot;That is why most of our complaints regarding code violation were not heeded to,quot; he said.

The Congress chief also reiterated his demand for deployment of Central forces in Adampur.

The PPCC chief said the observers for Adampur had not conducted a single inquiry into any of complaints regarding the inquiries conducted by the Deputy Commissioner, who is also the district electoral officer. Amarinder said he had arbitrarily shot down all Congress complaints. quot;We do not have any confidence in the credibility of the DEO. The EC should transfer him forthwith for the sake of fair polls,quot; he added.

Meanwhile, all India Youth Congress president Manish Tiwari has alleged that the Akalis were planning to rig the polling in a big way and called upon the electorate to defeat the quot;communal forcequot; of SAD-BJP.

Addressing a rally here, he said the Youth Congress would not allow the ruling party to rig the election and will deploy 25 workers at each polling booth to guard against such attempts.
