
Senior IAS officer Sham Singh Kapoor was on Monday appointed the new chief secretary of Jammu and Kashmir, ending weeks of uncertainty in the state8217;s top bureaucracy.
The decision was taken at a cabinet meeting held in Srinagar and chaired by Chief Minister Ghulam Nabi Azad. Kapoor8217;s appointment came exactly a week after his predecessor B R Kundal8217;s request for pre-mature retirement was approved. On Friday, Kundal took oath as the cabinet minister.
Kapoor joined the IAS in 1974 after graduating in Civil Engineering from the Punjab Engineering College, Chandigarh. He began his active service career in J-K as Sub Divisional Magistrate, Ramban 1976-78 and went on to serve in various capacities, both in the field and the Secretariat.
He has served as deputy commissioner of Leh and Jammu districts, Managing Director of the J038; K Tourism Development Corporation Limited, excise commissioner and divisional commissioner, Kashmir in the relatively turbulent times. He has held the charge of the Administrative Secretary of departments like Agriculture, Tourism, Higher and Technical Education, Industries and Commerce, Planning 038; Development and Home.
Soon after taking charge, Kapoor said, 8220;My focus will be to do good to everyone. I will also ensure that I am able to provide good leadership.8221;
