SAS NAGAR, Oct 24: Punjab Urban Planning and Development Authority Chief Administrator S. C. Aggarwal has been transferred; Karan Bir Singh, formerly State Transport Director, takes his place. Aggarwal is yet to get his new posting.

Aggarwal and Singh are among 35 IAS officers transferred. Observers note that the shuffle has come just hours before the launch of PUDA8217;s anti-encroachment drive.
