
After allowing the telecast of Zero Hour and proposing to allow media inside the Standing Committee meetings, Speaker Somnath Chatterjee now wants to make the Government more accountable to the House. And he proposes to do so by getting ministers to submit quarterly reports on expenditure made on Government schemes.
High on Chatterjee8217;s reform agenda, the plan, sources said, has been accepted by the Government 8216;8216;in principle8217;8217;. If he has his way, the existing rule will be amended.
Accordingly, every three months, ministers will have to submit action-taken reports on the Standing Committee recommendations. The reports will also have to provide details of expenditure incurred under the various social sectors and other governmental schemes.
The view is, despite corruption, it can ensure that funds reach 8216;8216;the real beneficiaries8217;8217; and the Government becomes more accountable. And, once the reports are tabled, it becomes public property.
Under the existing system, bureaucrats go through Standing Committee reports and submit a routine note at the end of the financial year.
