NEW DELHI, SEPT 12: The Federation of Indian Chambers of Commerce and industry FICCI has said the scope of domestic long distance DLD telecommunication services should not include intra-circle DLD services.

This is because existing licensed service providers, fixed service providers FSPs and cellular mobile service providers CMSPs have already set up their infrastructure and have been providing intra-circle DLD services. 8220;At the same time, it is pertinent to mention that the National Telecom Policy 1999 envisages DLD communication services be opened for competition beyond service area,8221; the FICCI said in response to a Telecom Regulatory Authority of India TRAI questionnaire. In case, intra-circle is included in the scope of DLD services, it will have an adverse impact on the viability of both FSPs and CMSPs, the FICCI said adding that service of all existing and future FSPs and CMSPs should be excluded.

There is need to make upcoming circles attractive for bidders. Therefore, theintra-circles should remain with FSPs and CMSPs. The FICCI said groups of interested parties should be allowed to set up networks for carriage of all kinds of public and private telecom services. A cost-effective and technology-effective network established for national long distance services will have enormous capacity. But for service provision, a company must get a valid licence.

Also, infrastructure owners and service providers must be registered with TRAI so the regulator can have a say on quality of service, interconnection and tariff.
