
While the Congress blamed the SEZ lobby for triggering the recent crisis in Goa, in which the government of Digambar Kamat was reduced to a minority, it is more likely that the cause was, in fact, the party high command8217;s overarching influence in matters of governance in states ruled by it. There was a lot of heartburn among the ruling Congress8217;s partners in Goa over Kamat8217;s reluctance to accommodate them in around two-dozen government-controlled boards and corporations. Every time they approached the Chief Minister for appointments to those posts, Kamat8217;s had a single refrain: 8220;I will ask the high command.8221; Frustrated with his approach, the allies decided to raise the banner of revolt.
