The Delhi High Court has issued a notice to Municipal Corporation of Delhi (MCD) and others to know the reason behind a decision by the MCD to let out a community hall for Rs 51,000 for a Children’s Day function on November 14. Justice G S Sistani has sought a response in the issue from the civic agency, the local police, and licence holders of Amar Colony Community Hall in South Delhi.

The court has sought their responses by November 10.

The court order came on a petition filed by Mangalam Jan Kalyan Samiti through its counsel Manjit Singh Ahluwalia. The Samiti has alleged that licencee of the community centre had demanded the amount as fee for allowing its function.

Alleging that the amount sought from it more than the normal fees for using the hall, the petitioner said for the November 14 function the licencee, Kamal Kishore, had demanded Rs 51,000 instead of the normal fee of Rs 3,500 towards security and sanitation fees for the hall.

Stating that it had earlier paid Rs 3,500 as fee for organising similar functions, including Independence Day celebration, at the centre the voluntary organisation said that the fee this time had been raised without giving any reasons. The counsel alleged that the licencee of the community hall had attempted to create problems during this year’s Independence Day celebrations.

Despite a representation to the area councillor and the police no action has been taken against the licencee, the petitioner alleged.
