Tightening the noose further around public sector undertakings (PSUs), the Haryana government has barred them from appointing even daily-wagers and ordered abolition of all posts lying vacant for more than two years at the close of December, 2002.

The government had earlier issued directions abolishing these posts but since many corporations failed to do so, it now wants the decision circularised and placed in the administrative file of the Finance Department.

The Bureau of Public Enterprises (BPE) has asked PSUs not to appoint daily wagers. ‘‘In emergency cases, these can appoint daily wagers but only after obtaining clearance from competent authority in the Finance Department. But no appointment should be made for a period of more than three months,’’ a senior officer said. Such appointments should be placed before the board.

The government has also decided that proposals pertaining to creation of new posts, upgradation of posts, revision of pay-scales, mode of recruitment, terms and conditions should essentially be referred to the Standing Committee on Public Enterprises. But such proposals should first be cleared by the board and the administrative department. The government has already imposed a ban on fresh recruitment.

Not long ago, two boards introduced voluntary retirement scheme without government clearance. Any proposal regarding formulation of service rules or amendment to the existing service rules would be required to be referred to the BPE for approval of the standing committee. The BPE has also emphasised that such functions as housekeeping, watch and ward, cleaning and gardening, should be outsourced and boards should avoid putting regular staff on these jobs. Also, computer-related work should be got done as job work or on contract basis.
