CHANDIGARH, June 8: A Senior IPS officer of Haryana, Additional Director General of Police (ADGP) S. P. S. Rathore was today suspended on the directions of the Punjab and Haryana High Court for having released a convict in a murder case on parole on flimsy grounds, official sources said here.
An officer of the rank of Director General, Rathore, posted as Officer on Special Duty (Rules), was suspended for his alleged involvement in releasing a murder convict on parole on flimsy grounds.
Official sources said the suspension orders of Rathore were issued by the Home Department last Friday. In addition, two Jail Superintendents of Gurgaon and Hisar, Raj Singh Yadav and Randhir Singh Ahlawat, respectively have been suspended. The government is planning to take action against some more police officials, including another Indian Police Service officer of the rank of Director General of Police, in the case later this month, according to official sources.
The High Court had passed the directions on the basis of a report submitted by Karnal District and Sessions Judge N. K. Jain. The case relates to a convict, who was jailed in connection with a murder case about six years ago but was released on parole for a week. This was later extended for about three months, the sources said.
The matter came to light when Jagjit Kaur, mother of the victim, filed a petition in the High Court pointing out the release of the convict.The High Court ordered an inquiry to verify the facts. In his report, Jain said the parole of the convict had been extended on flimsy grounds.
Rathore is the third senior Haryana Cadre Indian Police Service officer to get into trouble in the last 2-3 years. Earlier, two other senior officers, Lachman Das and Ramesh Sehgal, were suspended for their alleged misdeeds.
While Das was arrested for his alleged involvement in a controversial police encounter, Sehgal was caught for allegedly accepting illegal gratification of Rs 50,000 from a local businessman to give B-class facilities to a convict and extend his parole.
The government has already initiated major penalty proceedings against Sehgal.
