Governor points to state

Manipur Governor S S Sidhu submitted a report to Home Minister Shivraj Patil indicating that the state government could have defused the crisis if it had acted 8216;8216;more responsibly8217;8217;, sources said.

Speaking to reporters after meeting Patil, Sidhu said the state government could have avoided declaring June 18 as 8216;Manipur Integration day8217;, sparking protests in the Naga-dominated areas, leading to the highway blockade.

Meanwhile, Home Ministry officials said a convoy of about 100 trucks, carrying essential provisions, reached Imphal despite the blockade.
