The Union Government has informed parliamentarians that it is the prerogative of local MPs to inaugurate or lay foundation stones for rural roads being constructed in their constituencies. This is no sudden munificence on the part of the Government. With the prospect of mid-term polls hanging over their heads, a large number of MPs, irrespective of party affiliations, felt they should have the first right to goodwill arising out of inaugurations and foundation-laying ceremonies for the rural roads being constructed under the UPA Government8217;s flagship Bharat Nirman programme. The Government agreed. In fact, the Government8217;s letter says even if other dignitaries8212;a minister maybe8212;are present on the occasion, they should only preside over the function. With elections in the not too distant future, the grateful MPs are likely to make full use of their new right.
