The Congress is non-committal on conceding Bihar chief ministership to RJD chief Laloo Prasad Yadav or his wife Rabri Devi. Party spokesman Abhishek Singhvi said today: 8216;8216;No one person can say he or she shall be the CM of Bihar after polls.8217;8217;

This announcement comes a day ahead of the second phase of campaign by Congress president Sonia Gandhi in Bihar. In case Laloo is forced to seek the support of Congress and LJP8217;s Ram Vilas Paswan to keep the BJP-JDU combine out of power, they may pitch in for a change of leadership in Bihar.

This stand is also in line with the Congress strategy to distance itself from Laloo in the state polls. While Sonia has addressed a joint rally with JMM leader Shibu Soren in Jharkhand, she has not shown any such courtesy to Laloo.

Singhvi appeared to position himself for a post-poll Congress-RJD-LJP coalition when he talked in terms of a secular government in Bihar. 8216;8216;There is a broad, strong secular alliance and the leader will be elected in a democratic spirit.8217;8217;

When asked if his statement implied he was not ruling out even a Congress CM, he said: 8216;8216;How can you rule out anything in advance8230;Who will become the chief minister, will be decided after the polls.8217;8217;
