NEW DELHI, MAY 27: Former Bihar Chief Minister Jagannath Mishra today demanded immediate attention of the Election Commission to the mass transfer of senior civil and police officials and expressed concern over problems regarding free and fair elections in the state.

Mishra met Chief Election Commissioner MS Gill and gave a letter saying the 8220;partisan8221; role of the government officials in general and those of the district administration in particular and the methods used in the tampering and rigging of elections in polling booths needed attention.

He also said that exclusive deployment of state police force and the men of the home guards on polling stations by the district administration only aids and abets rigging, booth capturing and change of ballot boxes.

8220;The general feeling among Bihar electorate is that the exercise for intended rigging has suddenly begun since amiable and manageable officers have been posted as DMs, SPs, SDMs and SDPOs on mass scale officers loyal to the ruling clique in Bihar have been and are being given charge of blocks and thanas,8221; he said.

Meanwhile, an opinion polling and psephological agency, the Development and Research Service DRS has launched a CD-Rom on Indian elections and a specialised website on Indian elections.

The DRS has announced plans to cover the coming elections and the launch of CD-Rom and the website are the initial activities proposed as part of this effort.

Headed by psephologist G V L Narasimha Rao, DRS has covered different elections in the past.

The CD-Rom and the CRS website offer information on voting trends at the national level, state level and constituency levels. Besides, a numbers of analyses are available on the extent of volatility and swings, the level of safety of various seats held by different parties in the dissolved Lok Sabha, constituencies which have exhibited extreme tendencies.
