The day I038;B secretary Pawan Chopra hinted at a soft launch of CAS, three things happened almost simultaneously. A disappointed minister Ravi Shankar Prasad ticked off the secretary for shooting his mouth off.

Secondly, cable operators sensing postponement threatened consumers: Buy the set-top box and get programmes for Rs 220 or be prepared to fork out Rs 450. They have threatened to move the courts if CAS is not implemented.

Lastly, broadcasters let it be known that they were relenting and would reorient the pricing of their most popular channels, with the maximum retail price, a list of which would be made available to the I038;B Ministry on Monday afternoon.

Chopra perhaps wanted to convey that the Government would not be intolerant of those who are unable to implement CAS on July 15. But what made the headlines was the hint of CAS being deferred. The statement not just coincided with a meeting of broadcasters Star, Sony and ESPN on channel pricing, but also came during the talks that Broadcasting Jt Secy Rakesh Mohan had initiated with Multi-Service Operators 8212; intent on introducing the boxes on time.

Prasad had been advised by the Deputy Prime Minister to reign in the broadcasters, his office clarified that the Government was serious about the deadline. 8216;8216;CAS will be mandated in the four metros,8217;8217; ministry officials said. As for the soft launch, that was inevitable without the secretary stating it in as many words, as the boxes are not in place.
