
CHANDIGARH, Feb 10:The Haryana Vidhan Sabha today passed a Bill by voice vote, debarring the Leader of Opposition Om Parkash Chautala, Chief Parliamentary Secretary and Parliamentary Secretary from receiving compensatory allowance of Rs 5,000 per month with immediate effect.
The Haryana Legislative Assembly Allowance and Pension of Members Amendment Bill to withdraw the compensatory allowance facility was moved by Chief Minister Bansi Lal to bring them at par with the Ministers. The incumbents were entitled to salary equal to the Ministers but they were drawing Rs 5,000 extra as compensatory allowance, according to the Bill.
The Bill also provided for payment of dearness allowance on pension or family pension to the ex-MLAs in view of the rise in cost of living and similar facility to the retired government employees. At present, no dearness allowance is given to the ex-MLAs on the pension/family pension.
The House adopted another Bill to amend the Haryana Legislative Assembly Medical Facilities to Members Act, to give an option to a former MLA, appointed as chairman of a board or corporation, to avail medical facilities either as a former MLA or as chairman. The amendment would entitle ex-MLAs, the dearness allowance on pension as admissible to other pensioners of the state government. This would entail an extra burden of Rs 13.60 lakh per annum on the state exchequer.
The House also adopted amendment to the Haryana Private Colleges Taking Over of Management Act, 1978 to bring all educational institutions under its purview. In addition, the Haryana Municipal Corporation Act, 1994 and the Haryana Muncipal Act, 1973 were amended to check encroachment on quot;shamlat landquot; within their respective limits.
Thereafter, the Vidhan Sabha adjourned sine-die after its 15-day-long Budget session. It had 10 sittings during the session, which began on January 28.
