Visitng the blast sites and the injured at Ahmedabad Civil Hospital on Sunday, BJP prime ministerial candidate L K Advani demanded special laws to deal with terror acts and zero tolerance for terrorism. He said the UPA Government8217;s decision to scrap POTA when it came to power was taking its toll.

8220;Some of the states have good laws to fight against organised crime, like in Maharashtra. Based on them, the Gujarat government passed a law in the state Assembly to fight organised crime. But it is awaiting presidential clearance for the last four years. I demand that there should not be further delay of even a day to give clearance to this law of Gujarat,8221; Advani said.

Interestingly, he also drew a parallel between the Gujarat attacks and the Coimbatore serial blasts of 1999, in which Advani was suspected to have been the main target. The bombs were planted similarly in Coimbatore General Hospital to cause damage to already affected blast victims, the BJP leader said.

However, when asked whether there was intelligence failure on the part of the state police, Advani said he did not want to blame anyone. 8220;It is not just about two cities, but the situation in the country as a whole,8221; he added.

8220;We should not just restrict ourselves to arresting the culprits and bringing them to justice, but we need to have special laws that can act as a deterrent against these culprits,8221; said Advani. 8220;The NDA passed POTA, however the UPA Government came into power and scrapped the Act.8221;

He ruled out a Federal Investigation Agency though, noting that the Indian Constitution doesn8217;t permit it. 8220;Moreover, there is no agreement among the state governments to create such an agency.8221;
