Chidambaram had earlier taken a dig at the NDA government over the Union Budget, suggesting Finance Minister Nirmala Sitharaman might have borrowed ideas from the Congress’s 2024 manifesto after the Lok Sabha elections.

"Emphasis on fiscal consolidation implies reaching the FRBM," stated EY India's Chief Policy Advisor Dr. D.K. Srivastava

“The GoI has accelerated the process of fiscal consolidation by targeting a reduced fiscal deficit to GDP ratio of 4.9% in 2024-25 as compared to 5.1% provided in the interim budget. Relative to 2023-24, when it was 5.6%, this implies a correction of 0.7% points. An important implication is that GoI’s gross and net market borrowings would be reduced in terms of magnitude which would now amount to RS. 14.01 lakh crore and INR11.63 lakh crore respectively in 2024-25. This turnaround would facilitate a reduction in policy interest rates and encourage private investment. The emphasis on fiscal consolidation implies reaching the FRBM target of 3% of GDP by 2027-28 with an annual correction of 0.7% points in the next two years followed by 0.5% points in 2027-28. In the medium-term therefore, the private sector would be progressively facilitated to increase its investment demand,” said Dr. Srivastava.

Congress leader Jairam Ramesh said that “in their (government’s) trademark style”, the scheme has been designed to “grab headlines with arbitrary targets” rather than a programmatic guarantee.

Explained: Dummies’ guide to the Budget

On Tuesday (July 23), Finance Minister Nirmala Sitharaman will present the first Budget of the third successive government under the leadership of Prime Minister Narendra Modi. Such a budget presentation is typically a quinquennial event in India. Once every five years, the Union Budget is presented twice — first as an interim budget (in February) by the outgoing government and then as a full budget by the newly-formed government. Sitharaman had presented an interim Budget for the current financial year (2024-25) on February 1.

However, the big difference between the interim one and the full Budget to be presented on Tuesday is the shape of the government — while BJP continues to be in power, it no longer enjoys a majority on its own. As such, how that changed political mandate affects India’s budget — a simple comparison with the interim Budget numbers will do the trick — is possibly the biggest question waiting to be answered in the FM’s speech.

What is the Budget?

Come Budget-time, one comes face-to-face with a sudden deluge of jargon — capital expenditure, tax buoyancy, non-debt capital receipts, fiscal deficit, revenue deficit, effective revenue deficit — the list seems endless and quite capable of causing palpitations.

What the upcoming Budget needs to address

At 8.2 per cent, India’s GDP growth in fiscal 2024 was 170 basis points higher than what last year’s Economic Survey had projected. A subdued agricultural sector and a host of global risks failed to dent the growth momentum. The higher growth, together with improved tax collections and extra dividend payout from the Reserve Bank of India (RBI), has increased the fiscal space. External buffers are also strong owing to a low current account deficit and ample forex reserves. Moreover, high-frequency data for the first quarter of this fiscal reflects a healthy growth trajectory. The S&P Global Purchasing Managers’ Index (PMI) was in a healthy expansion zone, at 57.3 and 58.1 for manufacturing and services, respectively. Balance sheets of corporates and banks are also well-placed to support growth.

All these point to a Goldilocks setting for the upcoming budget.

That said, some nuances of macroeconomic performance indicate all is not hunky-dory. Heightened global uncertainty, elevated food inflation amid climate risks and slow recovery in private investment are a few issues the Economic Survey highlights, and rightly so. These are also signals for the budget to make amendments to policy.
