Complying with the Supreme Court’s interim order, Bihar Chief Electoral Officer Vinod Singh Gunjiyal on Monday issued a notification allowing those left out of Bihar draft voters’ list to file his/her claim with Aadhaar card copy, but EC sources, said they would also have to submit at least one of the 11 documents required for verification under the Special Intensive Revision (SIR). Gunjiyal said in his order: “In the light of the interim order passed by the Hon'ble Supreme Court on 14.08.2025 in Writ Petition (S) (Civil) No. (5) 640/2025 (Association of Democratic Reforms Vs. Election Commission of India), it is hereby notified that… all such voters, who are not included in the draft list, can get information about their entry in this list along with the reason through their EPIC number. Dissatisfied persons can submit their claim with a copy of their Aadhaar card.” An EC source, however, explained: “We are accepting forms from those whose names were deleted. They can submit Aadhaar card copies as document of identity. But he/she will have to submit one of 11 EC-mandated documents like others if they are not in the 2003 electoral roll. Submitting only Aadhaar card copy does not give aggrieved any exemption from not submitting one of 11 documents.”
