(Express Photo by Amit Mehra/ Representative Image) After withdrawing the guidelines issued under Graduate Medical Education Regulations (GMER) 2023, the National Medical Commission (NMC) has sought comments from stakeholders on draft regulations regarding Competency Based Medical Education curriculum, maintenance of standards of medical education, and establishment of new medical colleges and increase of seats in MBBS course.
The draft regulations mention the skills an undergraduate should possess during their first, second, and third professional years. In the first professional year, there are subjects including— Anatomy, Physiology and Biochemistry. In the second professional year, there are subjects including— Pathology, Microbiology, and Pharmacology. In the third professional year, the subjects are— Forensic medicine and toxicology, Community medicine, General medicine, Dermatology, Psychiatry, Respiratory medicine, Pediatrics, General Surgery, Orthopaedics (including physical medicine and rehabilitation), Anaesthesiology, Radiodiagnosis, Oto-rhinolaryngology (ENT), Ophthalmology and Obstetrics and Gynaecology.
As per the draft regulations, supplementary exams and declaration of results shall be processed within 3-6 weeks from the date of declaration of results of main exams of every professional year, so that the candidates, who pass, can join the main batch for progression.
Also, if the candidate fails the supplementary examination of first MBBS, they shall join the next academic/ subsequent year batch. There shall be no supplementary batches. Partial attendance in any subject shall be counted as an attempt.
The draft regulations also emphasise the minimum requirements to establish a new medical college as well as increase in MBBS seats, faculty, infrastructural requirements, staff requirements, student accommodation and other hospital requirements and more.
The NMC has also suggested that after establishment, the institution is obligated to submit an annual disclosure report to the corresponding Board satisfying the conditions under the notified MSRs by UGMEB or PGMEB and regulations of NMC as the case may be. If they fulfil the requirements, the certificate will be renewed, else they will have to face penalties.
