New constructions must comply with MPCB’s guidelines on air pollution: Pune civic body

Keeping in line with the directions of the Bombay High Court and orders of the Maharashtra Pollution Control Board (MPCB) to take steps to reduce pollution, the Pune Municipal Corporation (PMC) on Thursday issued directions to its town planning department to ensure that the new constructions coming up in the city should mandatorily comply with the MPCB’s guidelines on combating air pollution.

Municipal commissioner Vikram Kumar said, “The town planning department should mention it to the builders and contractors to strictly follow the MPCB guidelines issued on November 2 while giving permission or work order for new construction activity in the city.”

The PMC’s environment department should daily submit a report on the implementation of the MPCB guidelines to combat air pollution to the office of the additional municipal commissioner, said Kumar.

Vehicles carrying construction material have to install vehicle-tracking system, failing which the vehicles the vehicles will be seized by the police. The transport department should take action against overloaded vehicles, uncovered vehicles and vehicles spilling construction material on roads.

According to civic officials, the ward offices will have squads comprising engineers, health inspectors and security guards, who have to ensure that a developer undertaking construction of a building which is over 50 metres high is covered with at least 25ft high metal sheets.

Constructions which are being undertaken on more than one acre area have to have25ft high metal sheets around the site.

The under-construction buildings will have to be enclosed with wet green cloth and jute sheet from all sides. The same procedure will have to be followed at the site of a building demolition.

Water fogging will have to be undertaken at construction sites. All construction sites have to deploy sensor-based air pollution monitors at work sites.

The construction sites of bridges, flyovers and elevated Metro route should be covered with 20ft high sheets. The measures should be in place at construction site within 30 days.

According to MPCB, there will be complete ban on open burning of garbage and there should be public awareness campaign on air pollution in schools and public places.
