Two Mumbai cops suspended for kidnapping, extorting pan stall owner

Two police constables have been suspended after an FIR was registered against them along with two others for allegedly kidnapping and extorting money from a shopkeeper in Andheri.

The accused policemen have been identified as Hemant Kapse and Chandrashekhar Darade, both of whom are attached to the local arms division of the Mumbai police. Kapse has been in police service since 2008 while Darade was recruited into the force in 2014.

Confirming the suspension of the two constables, an IPS officer told The Indian Express: “Both the constables have been suspended and a departmental inquiry has been initiated against them.”

Deputy Commissioner of Police (LA-1) Vinayak Dhakane has been assigned the task of conducting an inquiry in the matter. When contacted, Dhakane refused to speak.

According to sources in the police, the two accused constable, along with another policeman Santosh Wagh posted with the Maharashtra State Security Corporation, and another person allegedly extorted Mohamed Arif Faizan Khan (35), a pan stall shopkeeper.

According to the FIR, on the evening of June 24, the four accused visited Khan’s pan stall in Andheri (west) in an Ertiga car. They posed as ‘Food Department Police’ and told him that he was illegally selling gutkha.

They made him sit in their car and drove him towards south Mumbai. The accused allegedly abused and assaulted Khan and demanded Rs 3 lakh in lieu of not filing a case against him for selling gutkha.

When Khan said he had only Rs 10,000 with him, the accused made him borrow money. Khan borrowed money from a friend and on their instructions, transferred Rs 40,000 via UPI to a bank account of a person known to the accused. They also snatched away Rs 3,500 from Khan’s pocket and dropped him at the Kalachowki area.

Khan noted down the vehicle’s number and went back to Andheri. The next day, he contacted police and filed a complaint against the four persons.

On Khan’s complaint, the DN Nagar police registered an FIR against four unknown persons under Sections 137 (2)(kidnapping), 204(personating a public servant), 3(5)(common intention), 308(extortion), 351(2)(criminal intimidation), 352(intentional insult) of Bhartiya Nyay Sanhita (BNS).

During investigation, police found that out of the four, three served in the Maharashtra Police. The four were arrested, but they secured bail from the court.

Kapse was earlier suspended in 2021 for his alleged close proximity with a criminal.
