Finally, the Ludhiana Municipal Corporation is all set for Budget 2010-11,worth Rs 791 crore, which will be presented before the General House on February 15,as against the Rs 652 crore budget presented last year.

Of the total,Rs 552 crore has been proposed for development works and Rs 219 crore for establishment expenditures. The remaining Rs 199 crore has been kept for contingency purposes. Last year, only Rs 149.98 crore had been earmarked for expenses on establishments. In addition, the Corporation had failed to curtail their expenses on contingency.

This year, however, the authorities have earmarked Rs 90 crore for major projects like flyovers while Rs 39 crore has been kept for road construction and Rs 56 crore for road maintainence. However, like the previous years, the MC has not been able to meet the set target of income of Rs 508.45 crore this year. So far,it has earned only Rs 263 crore till december end while proposes to make it Rs 382 crore by the end of this financial year.

Even in the financial year 2008-09,against the set target of Rs 422.19 crore income, the MC had earned only Rs 287 crore. In the current year, against the proposed expenditure of Rs 14.5 crore on road construction,Rs 18 crore was spent and still the city roads are in bad shape, while against Rs 23.5 crore on maintainence works,Rs 26 crore were spent.

The Corporation failed to curtail its expenditure on electricity, which was Rs 20 crore two years ago and increased to Rs 28 crore in the current financial year. In the coming budget,it will be Rs 30 crore, according to the proposal. The MC failed to get even a penny from the Excise department under excise income. Around Rs 10 crore is expected by the end of this financial year.
