When Chief Parliamentary Secretary Harish Rai Dhanda and Deputy Speaker Satpal Gosain visited the Ludhiana Municipal Corporation on Wednesday, they were shocked to learn that the original file pertaining to the cleanliness of the Field Ganj Nallah has been ‘missing’ since 2006.

Besides being asked to present a status report of the file by June 25,the duo has asked Superintending Engineer Dharam Singh to ensure that the nallah is cleaned by the same time (June 25).

“An inspection will be carried out on June 25 before the details of the file are sought,” said Dhanda.

Interestingly, despite the original file having gone “missing”,as reported,Dharam Singh is said to possess duplicate copies of a “few documents” of the file and another duplicate file is available with the MC Commissioner.

“Only the safe pages were photocopied while the rest of the documents are missing. The incriminating parts are missing for reasons best known to the engineers,” said Dhanda.

As many as ten meetings have been conducted on matters pertaining to the project since 2006,though without the file. In addition, the corporation has also got repair work worth Rs 15 lakh done on the nallah, while another Rs 8 lakh has been paid to a private consultant.

“When there was no file, how were all these works decided upon and why was there no written communication on the missing file,” Dhanda asked,to which Dharam Singh replied,“I had told the then commissioner Vikas Partap about it verbally.”

Gosain further probed,“When the file was misplaced in 2006,how were the documents duplicated? I have been constantly seeking a report on the status of the project, and till date no one has told me that the original file had gone missing.”

On the Rs 1.35 crore paid to contractor Deepak Singhal,Dhanda said: “We have visited the spot and even a layman can easily understand that hardly any work has been done, apart from erecting pillars in the nallah.” Dhanda asked Joint Commissioner Mohinderpal to intensify cleanliness on the nallah.

“More than 4,000 Class IV workers have been posted in Ludhiana, but only about 50 are normally found working on the sites,” said Dhanda.

There are also reports suggesting that Field Ganj Nallah’s is not an exclusive case,as files pertaining to several other projects have been reported missing.

Dharam Singh had joined the Ludhiana office in 2006 as the Superintending Engineer. With Singh averring that the file had been misplaced before his joining the office,Kumar’s role has also come under the scanner.

Steel deal?

Of the total Rs 1.35 crore paid to the contractor,Rs 35 lakh was allotted for steel. Interestingly,no steel has been used in the construction of the nallah. “Where did the steel go?” Dhanda questioned.
