Monthly review to monitor teaching quality in schools

The primary and upper primary schools across the state will now have a monthly monitoring mechanism to enable the government identify gaps in infrastructure and quality of education.

The Uttar Pradesh department of Basic Education has asked all district education offices to prepare a ‘monthly report card’. The card will contain data on the number of teaching hours,number of students and teachers,extra-curricular activities and facilities like drinking water,midday meal and toilets in the school.

The education department is undertaking the project as part of implementation of the Right to Education (RTE) Act. Giving details,an official of the state project office of the Sarva Shiksha Abhiyan,which will be implementing the scheme,said,“So far,we have a system of quarterly review in two different categories,namely attendance and fund utilisation. But this system will ensure monthly progress and monitoring report. During the scheme,we will track the fund utilisation and will help us keep a tab on the expenses.”

Apart from infrastructure,the mechanism will also help monitor the quality of education by keeping a tab on teachers’ attendance. Under the scheme,the school principal is required to give details of teachers’ daily attendance,number of hours given to each subject by a teacher,total number of students present,students absent for more than a week,number of subjects taught by one teacher and subjects taught by Shiksha Mitras.

The official said,“The exercise will help us identify the absentee teachers and students. Along with this,we will also be able to identify the shortage of teachers in a particular subject.”

The state project office at Lucknow has already sent the prescribed format of the report card to districts and the reports will start pouring in from November. While weekly report-sheets will be completed by principals,the monthly report cards will be prepared by Basic Shiksha Adhikaris. Each month,these report cards,duly signed by the district magistrate,will then be submitted to the state project office. The Basic Shiksha Adhikari,Allahabad,Brijesh Mishra said,“We have already been given the format by the state office and the first report will be received after November 15.”
