Serial cheat lands in police net again — this time, for posing as OSD to Home Minister, helping land grabbers

According to police, Naveen was out on bail in a case, where he allegedly duped a man of Rs 2 crore on the pretext of getting him a Rajya Sabha berth, when he met property dealer Taj Mohammad.

From a job in the Oil and Natural Gas Corporation Limited (ONGC) to a seat in the Rajya Sabha, Naveen Kumar Singh claimed he could get a person any of these — for the right price. Recently, the 43-year-old claimed to be OSD to the Home Minister and helped alleged land grabbers get a plot, police said, adding that Naveen has been arrested.

According to police, Naveen was out on bail in a case, where he allegedly duped a man of Rs 2 crore on the pretext of getting him a Rajya Sabha berth, when he met property dealer Taj Mohammad.

“Taj approached Naveen 15 days ago and said that he, along with two men named Ravi and Toheed Malik, forged some documents to occupy a land in Brijpuri but was not allowed to do so by police,” said DCP (Northeast) Rakesh Pawaria.

On October 9, police said Sub-Inspector Ravi at Dayalpur police station received a call, complaining about trespassing on a plot in Brijpuri. A person named Sanjay Kumar claimed Toheed Malik was illegally staking a claim to his property. Police said Toheed made a counterclaim, stating that the plot was indeed his and that he would come with documents to prove it in a couple of days. According to police, Toheed couldn’t.

Police said Naveen was then offered money to help with the acquisition of the land. “Naveen called SI Ravi and threatened him with dire consequences if the ownership of the land wasn’t transferred to Toheed. He also visited Dayalpur police station and made the same threats to SHO, saying he was from the office of the OSD to the Home Minister,” DCP Pawaria said.

However, Naveen had already made a similar call to ACP Gokulpuri Deepak Chandra, issuing threats in lieu of the land, police said. “We inquired into his identity and it was revealed that he was impersonating a government official,” a police officer said.

The number from which Naveen made the call was traced, and on October 22 he was arrested from Noida’s Sector 51, police said. “This was the fourth time he was arrested. He has four cases of cheating against him, including one in Chandigarh,” a police officer said.

In May, police said a case against Naveen had been registered at Kishangarh police station by one Narendra Singh, 63, who claimed that Naveen and another person promised him a Rajya Sabha seat. “Naveen and co-accused Nanak Das told the complainant that they would get him a Rajya Sabha seat through the President’s quota. Naveen took Rs 1.25 crore while Rs 75 lakh was paid to Das,” a police officer said.

Naveen was arrested on May 11. He got out on bail in July, police said.
He was arrested twice before for duping people on the pretext of giving them jobs at ONGC. “Two cases were registered in Delhi against him for duping people in lieu of government jobs in 2016 and 2018 at the Crime Branch and Dwarka North police station respectively,” a police officer said.
