Oppn keeps up demand,expelled for three days

With the Assembly proceedings marred for the third day as BJP MLAs continued their demand for a House committee to probe the alleged corruption in the Commonwealth Games,the Speaker on Friday expelled the entire Opposition for three days.

Leader of Opposition V K Malhotra,meanwhile,sent a notice to move a privilege motion against Chief Minister Sheila Dikshit. “It is against the rules to criticise the President,the Governor or the Lieutenant-Governor in the House. By saying the L-G is taking her powers,she (Dikshit) is just trying to cover up her failures,” Malhotra said. He also blamed her for not being able to convince her Congress colleagues at the Centre to grant statehood to Delhi.

“It is not our fault that Dikshit is not able to convince her own party about her demands. If she is criticising the L-G it indirectly means she is criticising the Prime Minister,” Malhotra added.

As the House proceedings began,Malhotra led the attack on the government. Ten minutes into the session,the House had to be adjourned amid sloganeering by the Opposition. The scene was no different when the proceedings resumed,with Malhotra claiming there was a “constitutional breakdown” in the state.

As Dikshit stood up to respond to the charge,the BJP MLAs raised slogans against Prime Minister Manmohan Singh,Congress President Sonia Gandhi and Congress General Secretary Rahul Gandhi,forcing a second adjournment. The ruckus continued when the House met again. As the MLAs trooped to the well of the House,Education Minister Arvinder Singh Lovely proposed a resolution seeking that they be expelled for three sittings.

The resolution was accepted by a voice vote and Speaker Yoganand Shastri said the BJP MLAs,including Opposition leader V K Malhotra,stood expelled for three days.

Later,Dikshit said: “I want to make it very clear that there has been no constitutional breakdown. But the legitimate powers of the city government are being eroded,diluted,encroached or vetoed,” she said.

The government,meanwhile,claimed they are losing Rs 3 crore of revenue every day due to the impasse on the circle rates issue.
