Ethics panel to watch MLAs

A set of monitors will now closely scrutinise the Delhi legislators both inside and outside the Assembly,with a new ethics committee being created on Thursday to check the moral and ethical conduct of the MLAs.

Rajinder Nagar legislator Ramakant Goswami will head the committee that will have eight other members,Assembly Speaker Yoganand Shastri said.

Interestingly,Goswami was recently indicted by the Lokayukta after a report by the Municipal Corporation of Delhi revealed his own house has been extended beyond permissible limits.

The committee has been set up on the lines of a similar panel in Rajya Sabha. The committee will prepare a code of conduct for the legislators and monitor their activities,Shastri said.

The committee will oversee the moral and ethical conduct of the members and make necessary recommendations if a member is found guilty of breach of conduct, Shastri added.

Other members of the panel include Narendra Nath,Mukesh Sharma,Barkha Singh,Hari Shankar Gupta,Harsh Vardhan,O P Babbar and Ravindra Nath Bansal.

The Speaker said he decided to form the committee to maintain highest traditions of parliamentary democracy.

Sources,however,said the decision to form the panel hastened after allegations that Bijwasan MLA Satprakash Rana misbehaved with a Delhi Jal Board (DJB) engineer.

The BJP MLA had allegedly roughed up the engineer in October last year,following which a DJB delegation had approached the government seeking appropriate action against him.

Shastri said he has also appointed two new House committees Committee on Welfare of Other Backward Classes and Committee on Welfare of Minorities.
