If an elected candidate is found guilty, will be disqualified: Poll officer

Three days after the results of Delhi University Students’ Union were declared, the Vice-Chancellor constituted a fact-finding committee to ascertain if rules were flouted by candidates.

According to a notice by Chief Election Officer for DUSU polls Prof. C S Dubey, the three-member committee will look into the “cases of violation of code of conduct and showcause notice to 11 candidates”.

Ahead of the polling day,all eight candidates of NSUI and ABVP had been given showcause notices after printed cards with their names were received by the election office. Both parties had submitted written complaints to the Chief Election Officer with a copy of printed cards — Lyngdoh Committee had banned the use of printed material for canvassing.

Four other candidates also received showcause notices and memorandums from the election office.

Though the election results have been announced, the notification said that the “results are provisional subject to the enquiry report regarding complaints on violation of code of conduct and submission of audited accounts by the elected candidates”. This means, the elected candidates can be disqualified if they are found guilty of violating the rules,Prof. Dubey said.

NSUI said the inquiry should have been conducted before the elections.

“According to the rules, the committee should have been formed before the elections. There are several technical details that the university has overlooked by setting up the inquiry committee at this stage,” spokesperson for NSUI Amrishranjan Pandey said.

“We have not broken any rule, and we will approach the court in case a candidate is disqualified,” said Varun Khari,an NSUI member, who has been elected as DUSU vice-president.

ABVP secretary Rohit Chahal said the party is not satisfied with the action taken by the university.

“It is an eyewash. Most members on the committee (are) related to the Congress party or the Delhi government. We want an external agency, for instance a retired judge,to conduct the inquiry. While such a demand had been raised even last year,it was due to the pressure we put on the university administration this time that they have formed this committee,” he said.

“Irrespective of the party affiliations of the candidate,if he or she is found guilty of violating the rules, necessary action should be taken against them,” said Chahal.

The committee is expected to file its report on September 25.
